The nation is commemorating 75 years of independence with the ‘Azadi Ka Amrit Mahotsav.’ On this occasion, Union Minister of Civil Aviation Shri Jyotiraditya M. Scindia dedicated eGCA, the e-governance platform of the Directorate General of Civil Aviation (DGCA), to the nation. Shri Rajiv Bansal, Secretary of Civil Aviation, Shri Arun Kumar, Director General of Civil Aviation, and other prominent representatives of the civil aviation industry were in attendance.

Shri Scindia said that the DGCA has established its e-governance platform eGCA in line with the vision of the Hon’ble Prime Minister of Digital India. The project’s goal was to automate the DGCA’s procedures and functions, with 99 services covering around 70% of the DGCA’s work implemented in the first phases and 198 services to be covered in subsequent phases.

Civil Aviation Minister Shri Jyotiraditya Scindia addressed the gathering.

He claims that this single-window platform will usher in a sea change by removing operational inefficiencies, reducing personal interaction, improving regulatory reporting, increasing transparency, and boosting productivity. He praised the DGCA for ushering in a paradigm shift away from restrictive regulation and toward collaborative efforts.

The Minister stated that we have only just begun, that the trip is not yet over, and that a review would be conducted soon to see how customers have benefited from the transition and what else needs to be done. Shri Scindia stated that our administration is responsive and that, under the leadership of Shri Narendra Modi, the adversity of the epidemic period has been turned into an opportunity.

The project will lay a solid foundation for IT infrastructure and service delivery. The e-platform offers an end-to-end solution that includes a variety of software applications, connectivity with all regional offices, a ‘portal’ for information dissemination, and secure online and fast service delivery.

The project would improve the efficiency of the DGCA’s different services while also ensuring transparency and accountability across the board.

TCS served as the project’s service provider, and PWC served as the project management consultant.

DGCA lifts off on a digital flight’, a case study depicting the DGCA’s journey through the deployment of the eGCA, was also released at the opening by the Union Minister of Civil Aviation. This case study includes the difficulties the DGCA experienced and the steps they took to address them using the eGCA platform.

Pilots, Aircraft Maintenance Engineers, Air Traffic Controllers, Air Operators, Airport Operators, Flying Training Organizations, Maintenance and Design Organizations, and other DGCA stakeholders can now access eGCA online services. Applicants can now apply for a variety of services and upload their documentation online.

Officials from the DGCA will process the applications, and approvals and permits will be issued online. Pilots and Aircraft Maintenance Engineers may now see and edit their profiles on the fly thanks to a new mobile app.

The eGCA program represents a watershed moment in the DGCA’s digital transformation path, and it will enhance the stakeholder experience. It is a move in the right direction for the DGCA in terms of ‘ease of doing business.’ The DGCA’s safety regulatory system would benefit significantly from this digital transition.
